About the founder

Innovative regulatory policy

PAARS is led by its founder, Dr. Renny Reyes, a regulatory policy and governance expert with over 15 years of international experience advising governments and international organizations across Latin America and Europe. Her work is dedicated to building transparent, agile, and effective regulatory frameworks that foster innovation and inclusive economic development.

Dr. Reyes has a proven track record in applying Good Regulatory Practices and deep expertise in regulatory policy and evidence-based policymaking. She has a thorough understanding of governance frameworks, accountability mechanisms, and strategies for institutional reform to champion regulatory systems that are transparent, efficient, and fit for the challenges of the future. She combines rigorous academic grounding with hands-on policy experience. She holds a PhD in Law & Economics from Erasmus University Rotterdam, where her research focused on better regulation as a tool for accountability in Latin America. She is a frequent lecturer at universities in the Netherlands and the Dominican Republic.

PAARS works with governments, public institutions and the private sector to evaluate, design, and strengthen regulatory frameworks and deliver efficient and future-ready regulations. We assess which institutions participate in and oversee regulatory policy, how they interact, what tools they use, and how those frameworks and instruments can be optimized to advance national goals.

Led the drafting of the regulation on Better Regulation and Administrative Simplification, ensuring alignment with national objectives and institutional priorities.

SME Test and best practice development

Co-authored the OECD's SME test best practice principles, resulting from a comprehensive project that combined international research, survey analysis, and policy recommendations.

Reviewed an existing national SME Test to provide targeted recommendations
Designed and conducted a survey on SME Test practices in 26 countries
Co-authored the official best practice publication on SME Test for the OECD
Delivered capacity-building workshops to government officials on key findings

Training of trainers on Better Regulation

Developed a Training of Trainers (ToT) package to strengthen institutional capacity for evidence-based policymaking and regulatory design.
