Regulatory & Policy Lab

For when decisions are made without sufficient evidence. The Regulatory & Policy Lab is PAARS's applied research centre: comparative studies, surveys, evaluations and publications, such as books and technical articles. We work with universities and international organisations on research into regulatory innovation, governance and new technologies.

What We Offer

What we do in the Regulatory & Policy Lab

We support governments and institutions with sectoral studies, surveys, impact assessments, and reviews of global trends to support evidence-based decision-making. We also collaborate with universities and international organisations in the production of specialised publications and research projects on regulatory innovation, governance, and new technologies.

  • Applied research & publications

We conduct custom research to address specific policy challenges and generate practical insights for decision-makers.

    • Impact and outcome evaluations of regulatory policy and of specific regulations
    • Sector-specific studies (e.g., finance, tech, energy, healthcare)
    • Research on regulatory innovation and the use of artificial intelligence in regulation
    • Analysis of public governance and institutional frameworks
    • Reviews of global trends and good international practice
  • Surveys, indicators and policy analysis

We help governments collect and analyse structured data on regulatory performance, stakeholder perceptions, and areas for improvement.

    • Designing indicators to measure outcomes, accountability, compliance and other aspects of policy
    • Developing structured survey tools and data strategies
    • Analysing results and turning data into actionable policy advice
  • Benchmarking & comparative analysis

Governments and institutions do not regulate in isolation. We compare regulatory approaches across countries to help governments adopt best practices adapted to their local context.

    • Benchmarking regulatory systems and tools
    • Analysis of inspection, oversight and compliance models, including risk-based approaches
    • Mapping international trends in regulatory policy and digital governance
  • Academic collaborations & publications

We partner with scholars, universities, think tanks, and international organisations to contribute to the academic and policy knowledge base.

    • Joint research on topics like digital transformation, AI governance, and adaptive regulation
    • Books, technical articles and working papers, such as Mejora regulatoria en América Latina (2026)
    • Expert contributions to global policy debates and networks
