Mejora regulatoria en América Latina brings together authors from six Latin American countries on better regulation policy, its tools across the regulatory cycle and regulatory innovation in the region. Edited by Renny Reyes, the book was published by PAARS in October 2026 with the institutional support of the Pontificia Universidad Católica Madre y Maestra (PUCMM).

Does better regulation change when it is viewed from, and for, Latin America?

For years, much of the literature, good practice and examples available were built on societies, cultures and systems of government very different from those of the region. Today Latin America has its own experience, with successes, failures and ideas that have emerged from within, and this book puts that experience at the centre.

Seventeen Latin American authors, with careers in public service, academia and consulting, examine better regulation through conditions that, taken together, set the region apart. Presidentialism concentrates decision-making in the executive and leaves reforms exposed to the political cycle. Informality keeps a large share of those who must comply outside official records. Public capacities vary across institutions and territories, and rules do not always make it into practice.

From that perspective, the fourteen chapters trace the evolution of better regulation policy, its institutionalisation, the impetus of international regulatory cooperation and the capacities it needs to be sustained. They then follow its tools across the regulatory cycle, from impact assessment, consultation and the review of the regulatory stock to regulatory delivery, risk-based regulation, the simplification of procedures and accountability, before closing with regulatory innovation and sandboxes. The common thread is that no tool produces results simply by being adopted.

Offering neither recipes nor superior models, the book turns the region's experience into questions and mechanisms that those who design, apply, oversee or study regulation can consult, adapt and even challenge, so that comparison serves as learning rather than transplant.

Who it is for
