What we do
We help governments design their regulatory policy or improve the one they already have: the strategy, processes, tools and institutions through which regulations are made, applied and reviewed. We also work with regulators and international organisations.
We organise our work in four areas (Regulatory Blueprint, Catalyst Projects, Regulatory & Policy Lab and Regulatory Academy), and in every project we start from the institution's problem, build the solution with it and leave it ready to sustain the results.
Our projects and experience
From regulatory reform to digital governance, our work spans diverse sectors and institutions. Explore some of our projects.

Why good regulation matters
The relationship between the state, citizens and businesses depends on the quality of their regulations. Poorly designed regulations create unnecessary burdens, leave risks unaddressed and fuel mistrust. And many reforms stay on paper because they were not designed to be implemented.

Our approach
At PAARS, we believe that better regulation begins with stronger frameworks, smarter tools, and sound governance. Our approach is grounded in strategic thinking, hands-on collaboration, and evidence-based policymaking.
Strategic & evidence-based
- Regulations designed with clear goals, grounded in evidence, and responsive to change.
- Rigorous, data-driven evaluations to identify gaps and improve institutional frameworks, policies, and tools.
- Integration of international standards, benchmarking, and smart regulatory methods to keep policies effective and adaptable.
Tailored to institutional needs
- Customised support for each country’s legal, political, and institutional context.
- Expertise in both building regulatory frameworks from scratch and strengthening existing systems.
- Alignment with national priorities, institutional mandates, and reform objectives.
Collaborative & future-ready
