Regulatory Blueprint

For when regulatory policy does not exist, has shortcomings or no longer reflects the country's reality. We work with each government to design its regulatory policy or improve the one it already has: the strategy, the framework, the tools and the institutions that sustain it, including oversight bodies.

Regulatory Blueprint
What We Offer

What we do in Regulatory Blueprint

We analyse which institutions take part in regulatory policy, how they coordinate, which tools they use and whether those tools serve the country's objectives. On that basis, we work with institutions and relevant stakeholders to clarify mandates, improve coordination and choose the tools that make regulation more predictable, inclusive, results-oriented and accountable.

  • Institutional strengthening in governance and accountability

A strong regulatory system depends on clear roles, effective oversight, and accountability. We help governments define institutional responsibilities, improve coordination, and reinforce accountability.

    • Assessing and optimising Better Regulation institutional set up and governance structures.
    • Designing or strengthening oversight bodies to enhance coherence and transparency.
    • Developing accountability mechanisms such as public reporting, performance reviews, and independent evaluations
    • Risk-based approach in regulatory policy and in the inspection framework
  • Designing and improving regulatory policy

We work with each government to design its regulatory policy or improve the one it already has: we identify its shortcomings and adapt it to the country's current reality, so that regulations are necessary, proportionate and consistent with its priorities.

    • Identifying gaps and inefficiencies in existing frameworks.
    • Aligning regulatory policies with international best practices, including OECD principles for Better Regulation.
    • Developing tailored recommendations to improve policy coherence and quality
  • Designing the tools of better regulation

Even the best-designed policy needs the right tools to work. In this area we define which tools form part of regulatory policy and how they fit into the process of making and reviewing regulations. Their implementation in each ministry or regulator is part of Catalyst Projects.

    • Stakeholder engagement strategies and public consultation mechanisms that improve transparency and inclusivity.
    • Regulatory Impact Assessment (RIA), cost-benefit analysis (CBA) and measurement of administrative burdens with the Standard Cost Model (SCM), among other tools.
    • Regulatory guidelines, manuals, and process roadmaps
  • Regulatory innovation and digital transformation

Regulatory systems must evolve with the times and governments need innovative approaches to keep pace with technological advancements, digital economies, and emerging industries. We advise governments on how to integrate innovation and digital tools into the regulatory cycle.

    • Integrating digital tools into the regulatory process, including online consultation platforms and AI-driven regulatory impact assessments.
    • Designing regulatory sandboxes to test innovative policies.
    • Future-proofing regulatory frameworks to respond to emerging technologies and policy challenges.
